Very keen to understand how they can do this given that coal degrades over time.

Its not like metal that you can just put a roof over it - plus in terms of volume, that is a lot of space you need to keep 100m tonnes of coal in storage... whilst you dont need much space to store 1tonne of iron ore, however 1tonne of coal will take up A LOT of space... density is like 1.3 cubic meters vs 0.2 cubic meters for iron ore...(6 times!)

Plus 100m tonnes of coal is immaterial given the amount of coal China eats up daily - apart from knee-jerk reaction to provide hope to the people that electricity supplies will not be at risk....
