The government would measure it on a deemed "market price" basis - you can't escape royalty payments on a transfer price arrangement.
Annoying as a CRN shareholder to see what QLD has done and BHP in particular will be furious.
But with very few new coal mines in sight (perhaps some replacement coming coal from the likes of BHP) and few fans of coal outside direct shareholders the QLD government have picked a fight they know they will win.
