What you say is true.
But the discoverers of [11C] AS2471907 allege that previous tracers (i.e. the Merck tracer) could be binding both to 11β-HSD1 and also to something else, whereas their tracer allegedly binds only to 11β-HSD1.
Consequently the target occupancies measured by their tracer would be more accurate, i.e. not overstated.
