Revenue projections from that report are:
"We estimate that the Company may able to generate revenue in between US$120 million and US$140 million, and EBITDA (Earnings before Interest, Tax, Depreciation and Amortization) in the range of US$90 to 100 million starting FY2013 "
If that is the actual profit and it's contract based. $3.92would represent a low multiple, if the number of shares are roughly the same as now. As debt financing is the preferred option, there's a good probability that will be the case.
