Oh sorry, I misread that - you were asking about the flow rates, not commercial flow.
Initial flow rates will just take a day of testing. Then they need to do a sustained production test (usually 30 days) to give the reservoir a chance to clean up, and look for signs of depletion etc.
But that assumes the vertical will flow enough to warrant a production test. It may well not flow commercially so they will need the lateral.
Or it may not flow at all in which case they may give it up.
