China defaults on Indian IO, because it is expensive and crap.
The two cheapest suppliers, ie. Australian and Brazilian suppliers don't have a tonne of extra capacity available.
Every year China plays these games, which just happens to coincide with the next round of IO negotiations. They start in Nov. 09.
BTW, Did the ACCC also rule on which H&S pattern is in play if one is?
