the number of shares on issue i think might be holding back any solid movement - outside of that, i think you're right in relation to people watching/waiting for the costs of the project - the income side of things is known, pretty much, so that can be the only reason why it isn't moving in the right direction (apart from the other 'non MLX' reasons you have mentioned relating to global situation)
