Well that certainly has a bit to do with it, even if no one wants to admit it in the government.
But yeah, big project and there are always environmental concerns so it's due diligence on their part. However, given that it will bring in jobs and boost both the local/state economy, you'd think it'd be a no-brainer.
It's not like they're digging up blood diamonds lol
