The local importer could pass on the tariff to the exporter and sometimes the exporter will digest the tariff for whatever geopolitical or job marktet issue in their home country. For Canada it's geoplitical. For Mexico and China, it's overpopulation and over supply of labour issues. Trump has a keen eye on all the issues of all the countries in this over crowded world.
