Have you heard of 'non-lethal' ammunition before? These are things like rubber bullets etc...
The term 'less-lethal' is used to replace 'non-lethal' by responsible parties to indicate that although not intended to be lethal, the ammunition can be lethal under certain unpredictable circumstances.
Although highly improbable there have been some instances in the past where the use of 'non-lethal' ammunition has resulted in death.
The change was made to recognise this fact and to forestall any legal challenges that may result from the use of an item that was, by definition, non-lethal.
For people like you and I, we can use these terms interchangeably.
