Well Dave , I gave you a thumbs up for a well thought out post, but it seems someone else gave you a thumbs down first of all? strange really!

Anyway what you have just said makes perfect sense to me and I believe the whole reason why the us wanted optical fusing in non lethal rounds in the firestorm MPM Non Lethal was part of what you just said, I believe they wanted the extra range that comes with selectable propellant loads , but they also wanted a method of slowing the rounds when near target proximity to try and keep them as non lethal or as you say less than lethal.
