The guy has a writing retreat that overlooks one of the leases, and he was there during the first lock-down, so he wrote about what he thought he could see, he consulted with "scientists" in the same way climate change deniers do, his book has more emotive writing than facts, because thats where his skill set lies, he is not a scientist.
Your suggesting a billion dollar industry driven by independent science and innovation, needs to conform to rules set by a novelist who "can see pens from his house" rather than look to international standards.
