    The UBS report does not appear to consider the case where TTS is successful in its gaming licence renewal. IMHO, to be fair, the analyst should consider at least two scenarios: one where TTS fails to renew the licence (which the analyst has done); and two where TTS succeeds in renewing the licence. It's then up to the investor to decide the probability of successfully renewing the licence and value the stock on that basis.
