It makes me wonder if it would be better if the government just collected less tax in the first place rather than just give out the excess tax it has collected, and then spend more money advertising that money has been returned.

Less tax would put more cash into the pockets of tax payers.

You've got your years wrong, the surplus announced was for the current tax year 2023-24 not the next tax year 2024-25.

The forecast is for deficits for the next decade, starting 2024-25.
