When tax is collected and then just handed back, alongside the administration of same, and alongside the expenditure of more tax monies to advertise that tax money is being returned, then it would be better if that tax was not collected in the first place.

Less taxation would put more cash into the pockets of tax payers.

$300 will be funded by debt because the budget will be in deficit, there is no 'handing back tax'.
