You can submit proposals to ATO and obtain a tax ruling on any individual circumstance.
ATO is loath to supply general guidance as each case differs in the circumstances.
If the case is genuine ATO will usually look favorably. It is when they give guidance and then people manipulate the system based on that guidance it falls apart.
