1) selectively leak a big new tax idea to friendly journalists
2) Tell Morrison to deny that it is happening
3) Announce that it is on the table (as soon as possible after Morrison's denial)
4) Gauge public reaction
5) Tell Morrison to spruik he hell out of it, what a great idea etc
6) Announce that it is now off the table (again, as soon as possible after Morrison's spruiking)
Wait for Morrison to give a morning press conference selling the hell out of it and the state income tax will be buried within the hour.
