I think it was Thomas Jefferson ( among others ), who articulated the famous quote about governments taxing us in meat and drink, under pretence of caring for us.

It is a favorite thing of governments of all persuasions to collect taxes while pretending to care about population.

Look at tobacco tax, alcohol tax. Governments collect large sums of money in tax while crying crocodile tears how bad these things are for you.

If they were really so bad, why just not make them illegal?

In many cases the damage is overstated in order to maximise the collection of taxes.

Your proposal would cost money, not raise money.
Not likely to be popular with our politicians.
