You (and other readers) might have already worked out, but I thought I'd confirm: Even in those instances where there is zero chance of a clash I'm still only earmarking the slots, rather than confirming allocations. The main purpose of this thread was to discover holders of existing allocations and the provisional earmarking approach kinda morphed from that.
