Havent read the report, just some comment as an ex holder.

-Terry improved the share price by about 1500% if you factor in the dilution.
-The company made a killing from the land sale.

Much of Terry's pay should be form of options and shares.

I suspect the high package is a one time thing due to extraordinary performance year. If the share price improve by 1/10 of what he achieved last year in % terms, then he truly deserve the pay. If SP stagnates, then I don't think he would get that much salary this year.
