Eugene Fama and Ken French are the best people to read if you want the antithesis to technical analysis. They are 'efficient market hypothesis' proponenets, and as such they believe that charting and technical analysis dont work. They are also considered to be the inventors of modern portfolio theory.
As far as advocates for TA and charting... I'm really not sure... I dont think there are many academics who still believe that you can beat the market systematically using these techniques.
Having said that, I would be happy for someone to prove me wong.
