I'm saying it is exactly how you said: apples and oranges. You can't compare them. If you try just to keep the rocket in the air, without getting any altitude, (how the rocket on SpaceX try landing) you have to burn a lot of fuel;even before going to spend any energy to overcome the gravitational potential energy you have to burn a lot of fuel just to maintain the same level.
