I think the Hancock JV option makes the most sense. I can see a situation where WN is wishing to assure itself of the maximum stake possible before such a deal is fully consumated ... and it may even be a condition of a deal.
By holding such a significant stake WN gets a great return on its investment should the SP hit $5/$6 which such a deal would surely result in. It is then actually in the Director's interest to assist WN in getting what they want in order to realise rail, which will have the biggest long-term benefit for shareholders.
Pure speculation of course!
