As for the God hypothesis being weak, I'm not sure weak or strong are terms that can be used when no possible empirical evidence can ever be presented.
I call the God hypothesis weak because as you point out "no possible empirical evidence can ever be presented" not to mention the fact that there are no known means to refute it.
A strong hypothesis has both elements - a means to support it and a means to refute it.
