As for the claim there is no existing monetisation model, I beg to differ. My last employer had access to a database of consumer defaults and enquiries, every time we hit it up, it cost $20. From this data, we would approve or decline.

it's not that much different from Ping An hitting up ResApps database/model to see what the patient's cough tells them. Then they make a decision, positive or negative for a variety of diseases.

The model works in other industry's and I'm sure there are similar examples in health.

Furthermore, Mark Zuckerberg didn't worry about there not being working profit models for social networks at the time he was developing Facebook. Obviously monetisation is a key question, but I don't think the arguments presented stack up.
