Maybe yes maybe no.
I wouldn't be surprised if Telstra already had a quasi-nbn of their own that covers most of the projected footprint of the proposed new network.
If the new network is built Telstra may compete with it if legislation allows.
They might also be a customer of the new network if it suits them.
