it will be difficult to build NBN without telstra. only telsta has the financial and tech capability to build it. close bidder optus can do it provided they got financial backup from its mother singtel. telstra is the sole owner of the current copper backbone of the country and their Next G technology is spreading so quickly over the country which will create good opportunity for telstra. again if they cant participate in the bid they might go to court and if they win then telstra will boom. above are my opinion only.
