It is amazing how less than $4,000 per day becomes $4 million per day.
If the detainees spent their entire $50 per week incentive allowance on cigarettes, it would only be less than 540 detainees smoking, (very rough numbers only 10% of detainees).
I wonder how many dollars our pensioners spend of their pension on cigarettes per day?
I'm sure the detainees have some say on how they spend their $50 per week incentive allowance, (obviously they can't spend it on taxi rides).
