Agreed that this is a significant reason to hold, however, I thought that if you sold the buyer does not get the bonus. I therefore assumed that a buyer would not be prepared to pay for this benefit and therefore it would not directly impact the price.
It does indirectly as sellers become reluctant to sell since the only way to get value rom the bonus is to hold for 18 months.
