I have found the information on the valleyarm website, registration by the "artist" will cost $169 per album with the costs reducing to $100 annually.
Conclussion is, I think you may well be right and valleyarm could well achieve the revenues you mentioned.
It will be slow going to start with, but, with the partners that Valleyarm have, this looks like a no brainer over time.
