Plus u can have as many satellites flying over australia as u like ie google etc etc,but any access to australia over australian airspace is controlled by acma and the owners of the spectrum required to connect.ie 3.6ghz,upcoming 26ghz and at some stage 78ghz and what ever other satellite spectrums become available.But again any future auctions and potential owners will have to be approved by acma.Both sides of govt understand tls's imperative roll in connectivity for economic and security reasons and this will be taken into account with any growth in developments in satellite services,but for me thats so many years away,5g has many years of developments.
Just like land mobile,u can have as many towers as u like,but if u don't own the spectrum then u can't connect.
