I'm only guessing here...but when a contract like this is put out to tender it is the integration partners that are bidding so it will depend on who is teamed up with who to provide the 3G technology. Hence why it is important for NTC to team up with strong integration partners. For adelaide metro the winning bid was made by ACS. I personally don't even know if NTC were part of another bid. In nsw they were part or cubic transport systems successful bid.

This will also be essentially the same with any other contract such as smart metering when they are effectively dependent on the attractiveness of Ericsson an landis and gyr.
