Now everything is an outage. It's oversimplification by the layperson, Joe public can say any issue whatsoever is 'an outage' without any troubleshooting or attempt at fault identification or root cause analysis.
People go to a website that says there is an outage somewhere, find information that confirms their own views and stop looking.
Doubt there will be any compensation, the fineprint in a service contract would have something in there about a service and no liability for any losses from degradation of service etc.
In the example of faulty hardware one might be eligible for a replacement device if it was not fixable.
