I don't know exactly how the TLS data centre business operates, but I would assume they are nowhere near carrier neutral, thus putting them at a distinct disadvantage to the rest of the DC market.
also TLS are sacking thousands and trying to rationalise their business, so agree it's probably related to that as well.
