Not sure whether it's mentioned before ( I do get onto HC every day but this thread got a bit too long to read as we're all off-tracked haha). Under the Black Spot program, the mobile base stations funded have the capacity to host equipment from multiple service providers. Vodafone can install their own equipment if they so wish - but doing so will probably weaken their position against ACCC.
