"Why else would they be buying up gold mines around the world for a start?"
And why have all the miners listed bellow went to China?
Because Chinese gold producers were considered inefficient ( technologically outdated and poorly managed) and if they could make a penny or two so would these foreigners with their up to date mining expertise and managerial skills.
So, the answer to the original question is because " China no longer courts foreign mining companies because it has already benefited from the desired influx of foreign capital, technology and management techniques."
In other words, because the Chinese miners think that they have already learned to the point of being able to outperform their foreign counterparts not only in China but also abroad.
And also because China has surplus savings which it can export.

By the way, to my knowledge 1/3 of all Chinese foreign direct investment abroad has been unprofitable, 1/3 profitable and the remaining 1/3 neither profitable nor unprofitable.
Finally let me remind you that in South Africa when that country was the number 1 global gold producer all gold mined in that country had to be sold to the South African Reserve Bank.
