That is an incomplete way to look at it. New York may have a similar population to Australia's, but it is much much smaller than Australia in physical size.
Our 3 tiers of government to my mind works fine. What we need to do is to cut the number of parliamentarians in our state and federal parliaments, and reduce the number of local councils.
Bear in mind that each tier of our system has different roles and functions to play, and that is important.
