If the tender process involved pulling a name out of a hat from three possibilities, there is a one in three chance that BMB would get the tender.
When the process involves the review of complex submissions covering a myridad of specifications which need to be implemented in a challenging operating environment then it's not as simplistic.
I think the best you can say is BMB is still in the running as one of three.
