Agree. 2 part process
I guess an analogy would be to lease a vacant shop. You are granted access to the shop by the owner. (TNG - Mineral Lease)
If you want to run a restaurant you'll require authorization from the local council, water authorities, health department and maybe others. (TNG - MMP etc)
I've never come across a "Mining Licence" though as PB keeps mentioning.
