There wasn't actually a change of ownership like a handover. The Ao Zhong lease expired and they never renewed it. TNG applied for part of the land they held and received the grant. I guess TNG have applied for what they consider will have the best prospects or maybe just a strategic grab.
Here's an Ao Zhong report pointing out the better parts being the south and central east which surprise surprise TNG have taken.
