I am not talking about who will pay the price (if any price is to be paid), I am saying what will matter to the arbiters is what COP did with FAR's rights.
WPL didn't need to issue FAR anything, it was the seller of the asset.
WPL had no responsibility to FAR with regard to Pre-Emptive rights, but WPL may or may not pay a price.
Maybe WPL shouldn't have closed the deal or maybe COP/WPL did nothing wrong. We will find out at some point.
