Yes,but JOA is Second fiddle to PSAgeement,(if there is a discrepancy between them in wording or meaning) which today is called a PSContact.
but understand what you are saying.
But,what I can see,is the arbitration is based on Senegal law and some relevant international law,so the Oil Code,PSC and JOA would be in play here and quite possibly not align completely, which COP may have spotted.
