I'm getting very confused trying to make sense of your interpretation.
For the last few weeks,you have been banging on, about how PC said PE rights never existed and that COP said they did and issued a PE notice.You implied that WPL and COP couldn't get their story straight.
Now you finally admit that PC actually did say PE rights existed in the first place.
