I bet the vast majority of shares are not in institutional hands. It is never done ( because the city boys dont get fees) but if this was a private company it would turn to its shareholders and might say
a 1 for 1 share issue is offered only to shareholders. I imagine that might get a 50% takeup, $55M

.........it might get 90% $100M ......if it was suggested that post takeup the SP might double.

It would certainly be novel and make headlines " PI's rescue !"
