"TEPCO late last month set out big plans for the future. It proposed building two new reactors at it's radiation-spewing Fukushima Daiichi power plant. It informed Fukushima Prefecture on March 26 of it's desire to start building the reactors as early as NEXT SPRING, officials said. That was two weeks after an explosion at the a utility's tsunami-crippled complex set off a cascade of catastrophes. The proposal was included in a formal report submitted to authorities in Tokyo as part of an annual process signed to assess Japan's future electricity supply"
