W1 dont appologise. You have every right to be frustrated. TER have not hit a milestone on time and unfortunately there is little doubt they will miss the next one (BA producing income in March) as well. The BOD keep putting the milestones in place (its there perogative as to what the milestone is) and then missing them. If there are issues beyond their control (Government) that is acceptable if they acknowledge such an event and offer clarity to the market, who will decide to keep investing or clear out. If this where a few buddies they where advising it wouldn't matter but if you keep telling the global share market your going to do X and then don't, after a while the market lose interest. If you have a lot in the bank it doesnt really matter, but if you need to raise money for an unseen event it becomes a hell of a lot harder if your share price keeps tanking.

A company has a legal obligation to notify the ASX if a material event, that can affect the share price, has happened or is foreseen, which could mean in TER's case receiving a large payment to increasing output or other things. As no new notifications have happened I will assume they are legally compliant and that all is going along as planned. Sentiment changed from buy to hold - for now.
