The majority of the people...and that includes labor as a cohort in it's self too......are not stupid.
The majority recognize entrenched behavioral problems easily, penny is a glaring example, good talker but far too problematic to hitch any important wagon to become a true leader.
I can see her being a leader in some lobby group or some quazi government organization that relies of public funds once out of parliament next term....but above this she is her own glass ceiling...and rightly too imo.
