nothing necessarily might have changed, WEG were booted out of the JV before they actually got in due to failure to comply with condition X by date Y, they might just be making other overtures to get a piece of the project..

we are all hoping its a jap/korean 3rd party but the longer this goes on for the more certain its WEG.. as long as management drive a hard bargain for us shareholders i'm not too fussed (other than any sweetheart conditions for WEG to deliver but the Dec 28th announcement seems to have shown managements new mindset).. i'm more interested with the update of the drilling program of the underground DSO... after-all WEG's money smells the same as everyone else's.
