I would think that it means that it takes longer to sort out details in a foreign country than it does at 'home', which is exactly what you would think.

I also suppose that is why buying some mature projects at 'home' would do more for the share price in the short term, as clearly the market places 'no value at all' on their huge foreign project, probably until it starts delivering 'the readies'! That's share markets for you :-)
