Sounds to me like the Algerian Government want to keep this baby & develop it themselves. Terramin come in and spend the coin on proving everything up & these dirt bags try to jerk the company around and hoping they will just walk away.
This project has nearly destroyed Terramin as a company the share price has fallen to basement with all the time wasting by the Algerian Government trying to stall things maybe hoping Terramin will go into the hands of the receivers and they can just walk away with this jewel in the crown.
What message does this send out to the mining community, I will tell you. DON'T DO BUSINESS IN ALGERIA
